Day at the Capitol Training Information:

  • MPCC for 18 member schools in Minnesota-including Saint Mary’s! We advocate at the state and federal levels on behalf of our private, nonprofit colleges.

What is the MN State Grant?

  • A MN program providing need-based financial aid for low and middle income families to pay for college. The program began in 1969.
    • Similar to the Pell Grant on the federal level.
    • 75,500 students receive the State Grant.

What to Expect at the Day at the Capitol:

  • Advocate for the MN State Grant
  • Time to meet with legislators
  • Networking with other college students
  • Opportunity to explore the legislative and Capitol Complex

Schedule for the Day:

  • Arrive at the capitol at 9:00am
  • Attend a brief kickoff
  • Meet with legislators!
  • Have lunch (lunch provided) and explore the capitol
  • Debrief with fellow advocates and then head back to campus.
  • 1:30pm, students depart from the capitol.

Why are we heading to the capitol?

  • To tell legislators to prioritize the MN State Grant program this session!
  • A $102 million shortfall was announced in fall of 2025 by the MN Office of Higher Education.
  • Why is there a shortfall?
    • Driven by the increasing enrollment and changes in FAFSA, direct admission programs and more-this is a massive problem for students!

If the State Grant deficit is not resolved…

  • Cuts will begin in the 26-27 academic year.
  • More than 12,100 students at private nonprofit colleges will have their grants reduced.
  • 18,000+ total college students (public, private, and tribal) will lose grants.
  • 3,000+ students from private nonprofit colleges will lose their grants completely.

Pause & Reflect-Advocacy Reminders:

  • Meetings between legislators and constituents like you should not be a debate-you have a purpose.
  • Things change quickly at the capitol-be flexible.
  • Take time to think what you are going to say before you advocate for the MN State Grant.
